Bar Exams moved to UST in November

The Supreme Court of the Philippines has announced Wednesday, that the 2011 Bar Examinations will be held on November, instead of September at the University of Santo Tomas (UST) in EspaƱa, Manila. This year also marks the 400th (Quadricentennial) anniversary of UST. The decision to move the Bar Examinations in another venue, came after De La Salle University no longer renewed the contract with the high court. But Supreme Court Spokesperson Jose Midas Marquez clarified that it has nothing to do with the explosion last September that injured around 40 people.

Last year, Petitions were circulated to urge the high court to hold bar exams outside Metro Manila – Cebu was pushed as a venue. Dean Baldomero Estenzo of the University of Cebu College of Law said holding the bar in Metro Manila “prejudices candidates” residing in Visayas and Mindanao, because the cost of living in the capital is high.

It is noteworthy though that under Section 11 of Rule 138 of the Court clearly states that the annual examinations should take place in the  city of Manila.

SEPTEMBER TO NOVEMBER

It is the first time in two decades that the court moved the Bar examination to another month. Marquez explained that because September is a rainy season the exams have been moved to November. It can be remembered that in 2009, the court has suspended the last day of the exams due to Typhoon “Ondoy”. The rainfall brought by “Ondoy” to Metro Manila and nearby areas in a span of six hours was the most in recorded history.
